Luís Montenegro’s second Government formed

Prime Minister Luís Montenegro's second Government
Prime Minister Luís Montenegro and the 16 Ministers that make up Luís Montenegro’s second Government will take office during a ceremony presided over by the President of the Republic Marcelo Rebelo de Sousa at Ajuda National Palace in Lisbon.

The new Executive branch has 16 Ministries, less than the previous Government, which reflects structural re-organising to strengthen Government’s efficacy and respond in a more direct manner to current challenges.

Thirteen of the previous Government’s ministers will remain in office, ensuring governance continuity and stability. Meanwhile the Government has brought three new Ministers into the Executive:
  • Gonçalo Saraiva Matias, who in addition to being Minister in the Cabinet of the Prime Minister, will head the recently created Ministry of State Reform
  • Carlos Abreu Amorim, the new Minister of Parliamentary Affairs, until now the Secretary of State for Parliamentary Affairs
  • Maria Lúcia Amaral, who shifts from Justice Ombudsman to Minister of Home Affairs.
This Government introduces relevant changes: the area of the Economy is included in Territorial Cohesion; Culture is now associated with Youth and Sport. A new Ministry was also created to focus on State Reform.

Once the ceremony takes place, the Government led by Luís Montenegro formally initiates the new political cycle.

  • Rita Alarcão Júdice, Minister of Justice
  • Maria Lúcia Amaral, Minister of Home Affairs
  • Fernando Alexandre, Minister of Education, Science and Innovation
  • Ana Paula Martins, Minister of Health
  • Maria do Rosário Palma Ramalho, Minister of Labour, Solidarity and Social Security
  • Maria da Graça Carvalho, Minister of Environment and Energy
  • Margarida Balseiro Lopes, Minister of Culture, Youth and Sport
  • José Manuel Fernandes, Minister of Agriculture and Maritime Affairs
The full Government will be complete following appointment of the Secretaries of State.
